Not to be argumentative but up until Perestroika, the lead investigator and his Colonel were hamstrung by their supervisors. Often were instructed to waste time and resources raiding the homes of homosexuals, even if not suspected of the murders. Once those limitations were lifted by a change in government they were able to focus on the killer. They did not get more interested or smarter. They were freed from political interference in their endeavor.
He killed sixteen Czechoslovakians. Guy was an interior decorator.
