He looked a little too old for her to be her husband, and when she kissed him after finding out where the "treasure" is, he looked shocked.
She was very mean to him though so that probably suggests otherwise.

shareI always assumed he was her "shady" attorney. Like he new law stuff, but was an under the table operator which was why Carrigan could control him. I think that's also why he's introduced as Carrigan's "close personal friend" and not by his professional relationship with her. They didn't want to set off any alarms about how valuable the place was or the treasure, lest the Harvey's start looking for it themselves.
