Vague memories of this.....

I think I've seen this film but I'm not sure......... does the first scene begin in a mens bathroom first of all a middle aged white man walks in and he goes into a toilet cubicle. You see a man walk into the toilets who looks similar to the candyman but then he goes out..... the man goes up to the bathroom mirror and then suddenly the lights go off and when they come back on the man is dead. I think this is the opening to Candyman 2, I also vaguely remember the hook coming through a car seat to kill somebody. Am I right on this? It was so many years ago.
