Tommy Lee Jones was far from a stellar Harvey Dent / Two Face ---- but there were some redeemable aspects to Batman Forever's interpretation of this iconic baddie.

He did exactly what the role required of him. The screenplay is what sucked.

Actually it's pretty well known that he went above and beyond the screenplay to try and outdo Jim Carrey's performance.

Yeah, that's the problem, Carrey was so over the top that he forced Jones's performance out of kilter.

And Carrey can carry off that kind of overplaying, and Jones can't! Jones is best when he underplays, and I bet he spent the whole shoot wanting to strangle Carrey.

Jones didn't have to outdo him, though. He could and should have underplayed it, which as you said is his strength and would have fit into the story better. He wouldn't have even been outshone by Carrey, the villains would have been different enough to each warrant their own attention and praise.

You'd win that bet, by the way. There's an infamous public incident between those two during filming to back that up!

The thing is, if one actor in a two-person scene underplays and the other OVERPLAAAAAAYS, then at least one of them looks ridiculous. Actors have to seem like they're in the same movie, if they're sharing that many scenes, you know?

And I suspect that director Joel "Tasteless" Schumacher was trying for camp, and not only encouraged Carrey to turn it up to 11, but insisted that Jones do the same to make the scenes work. Jones must have wanted to kill them both...

At the time there were stories that Keaton left the project because he realized he was going to upstaged by the two of them and he decided he’d had enough of that.

At least it WAS "two" faces, the one in TDK was literally just HALF a face, although much scarier than this weird reptilian thing Jones had going.

I hate Tommy Lee Jones' Two Face and it's nothing like comics or cartoons. Two Face is supposed to be a depressed man who decides to do evil or good with the flip of a coin. Not some guy who is happy most of the time.
