What the heck is going on in the third act of "Batman Forever"?

-- Bruce suddenly decides to not be Batman anymore. He retires. Why? It was never all that clear that he was even thinking about this throughout the film. And suddenly he's like, "K, I'm not Batman...."
-- He actually says he's not going to be Batman to save Dick Grayson. But how does that make sense? He murmurs some weird stuff about how he saved people he never knew, but now he'll save someone he knows (Dick Grayson)...by not being Batman.
-- After this, he recalls a dormant memory while sitting with Chase Meridian, and suddenly, he's like, "Nah, I want to be Batman after all because I remember when I first decided to be Batman -- I saw a bat, lol." ...What? It wasn't even clear why he stopped being Batman and now this memory (why was it even repressed?) makes him want to be Batman again? This is shit storytelling!
-- Here's the most obnoxious part. Dick Grayson strides down to the Batcave in his official Robin suit and Batman shrugs and shakes hands with him. He's now happy to have him as a partner. Yet everything up until that moment was about Batman/Bruce STRONGLY resisting the idea of Dick getting involved in crime-fighting...like, Bruce gave up being Batman to stop Dick from becoming a vengeful crime-fighter (again, the logic doesn't quite add up there, but that was his "reason").
