Why doesn't Daddy Warbucks just adopt Molly as well?

Why doesn't he just adopt al the orphans? Why doesn't he open a new, nice orphanage so the girls will be well taken care of in good conditions? I mean he's the richest man in the world? He's not strapped for cash.

This movie was dumb, btw.

Actually, in the stage sequel Annie Warbucks, he DOES adopt all the orphans in the end.
