Question about Harm's leadership in Season 2

In Season 2, Harm was a Lieutenant Commander (O-4) and Sarah MacKenize was a Major (O-4) which their ranks are equal.

Harm seems to be a leader of his team (Mac and Bud). Is that right that he is senior than Mac?

I was thinking that Harm was a leader which Mac was like his aide, and Bud was their assistant.

The reason I brought up because I was watching Episode 1 in Season 3. Harm said something about giving an order to Mac and said like "That is an order.". Both of them were still at O-4 level.

Harm was Senior at JAG, and in all probability probably had been promoted to LTC before Mac had been promoted to Major..in S5, Mac is promoted to LTC before Harm makes Cmdr., and he has problems with her being Sr., (by 3-6 months as he constantly points out) and with her being able to call the shots, which he still wants to do and does...
