Most certainly. There are just too many hints that started in the "to play the king" series and continues onto the Final Cut series. Notice how FU and wife have separate beds. No doubt the wife is serviced by Corder. She probably also knew about his affairs with the two women in each of the first two series and accepted that as a means to an end.

Of course they were. She encourages Urquhart to pursue affairs that are going to further his own ends, but that doesn't mean she's frigid, it just means she's willing to make sacrifices that'll advance her as much as they do him...that also doesn't mean she isn't going to take care of her own needs.

And although they may not be sleeping together on a regular basis, it's also hinted that there's some sort of powerful erotic current that binds Francis and Elizabeth: recall the pretty passionate kiss he gives her when she's given her tacit approval to his plan to do away with Roger in House of Cards. Lust for power is the most obvious tie that binds them, but I don't think it's meant to be the only one.
