where did the English dubbing go?

I recently purchased the Dutch version of Tinto Brass' THE VOYEUR. I had two choices for language - Dutch or English. I clicked on ENGLISH; the actors began the movie speaking broken English, but for the majority of the movie only Italian was spoken - no English! With the erotic quality of this movie being so high, I guess no one should care what language the actors are speaking!!
