Lol! You're confusing a speech impediment with a New York accent! Classic. New Yorkers do sort of sound like they are affected with that same speech impediment I guess... sort of.
Anyway, yeah, what that adorable little boy had was a speech impediment that some people are born with that is (in my opinion) super cute in early childhood, wherein curling their tongues to make the 'r' sound in words does not come naturally, so their 'r's sound like 'w's. Most little kids have trouble with 'r's for a while when learning to talk (hence "baby talk"), but others, like the talented little actor in this movie, have a full-on impediment and it does not go away without rigorous speech therapy. My favorite music teacher had (and still has) it. Many adults do. His parents had him in speech therapy for a year before they decided it was useless and pulled him out. The curling of the tongue that turns "stowy" into "story" is so subtle that it's very difficult to teach and even harder to learn when it doesn't come naturally. Plenty of pupils never learn and just live life with their speech impediment.
Is it wrong to assure a young girl that she's ugly? I mean what's wrong with not being pretty?
