To me, it feels like they kept 'pulling back'

When they should have kept trying to push the humor and outrageousness further--the film would have flowed better and would have been funnier in that case. At times, it almost seems like they really wanted to do a serious horror film instead, but this works far better as a cheesy comedy than a horror film.
