the uniforms...

Maybe this has already been addresses but why would the some of the crew be wearing the old uniforms and some have new uniforms? It makes no sense. Further, how can a movie with over a $35 million budget not afford to create uniforms that fit the main characters? (many were borrowed from DS9). This film could have been epic but it turned out to be a huge mess with sloppy writing and so many corners cut.

To keep it from going over budget? Just because you have a lot of money to spend, you still have to spend it wisely. And being the first TNG film, the studio was still pretty nervous about this film, hence the inclusion of TOS characters.

yes, i understand the point of a budget. However, having mismatched non-fitting uniforms was not a wise choice.

I made this point a while back. Why does Picard keep changing his uniform? He starts out with his normal TNG uniform then suddenly he's in a DS9 uniform (I hated those uniforms, they just made everyone look like a caretaker) and then, right at the end, he's back in his TNG uniform. He's just saved a planet, buried a space legend, discovered that Riker has broken his ship and what does he do? He changes back into his old uniform, of course. Why?

According to the filmmakers, they created new uniforms specifically for the movie franchise. However, Rick Berman apparently scrapped the new uniforms, basically at the last minute. Because of this, most of the crew had to borrow uniforms from the DS9 cast, with Brent Spiner and Patrick Stewart being exceptions (they had DS9 uniforms made specifically for them).

As to why they change from DS9 uniforms to TNG uniforms...likely due to the timing of the scenes and when they were filmed with certain cast members. If you look, Picard wears the DS9 uniform only in the middle part and climax of the film, whereas the rest of the crew wears them entirely in the 2nd half.

The uniform issue and the recycling of the shots from ST6 make this movie seemed really rushed. I wish they hadn't tried to get this finished right after the series ended and instead took the time to create proper complete movie.

Still, that doesn't explain why they were using the DS9 uniforms in the first place. They still had the hero TNG uniforms and presumably all the extra costumes they'd been using over the years, why not just keep using those?

Based on the overall plot choices made for this movie, I get the feeling that the Producers weren't thinking too hard about viewers noticing the DS9 uniforms.

This isn't true. We have crewmembers wearing the DS9 uniforms in the very first scene on the Enterprise-D, right out of the holodeck.
