Why is Whoopi Goldberg no credited in this movie (as Guinan)?

AFAIK it was her own choice.
She held the franchise in high regard because TOS was the first to portray her race in the sf genre...and among the first to break out of the norm that had only reserved roles of maids, etc (rather than equals). It was that reason she asked GR to be a part of the show.
According to SAG rules, as an academy award recipient, she should had otherwise had gotten top billing over those who were not. So she chose not be credited as a favor returned.

She chose the less ego driven road.
Stars like Whoopie would've been placed prominently in billing possibly higher than Sir Patrick or William Shatner. Besides it adds more mystery to her role.

Their film they can credit whomever they wish in any order they want.
Good on her for not wanting to steal the limelight though.
