Why does he leave his tool bag in plain sight while he's working around the corner on the elevator controls? That was really dumb, and necessitated killing that poor security schlep.

The one that always gets me is why does he expect the bag to have real/unmarked money in it?

Well whether he expects it or not is a moot point since he's stuck with what the cops give him either way but he does seem a little naive in that scene. I know he's counting on the fact that the police don't know there's a big hole under the bin but the first thing I'd do is at least check it's not a bag full of blank paper and then transfer it to another bag in case the cops one is tracked.

By that point he's seen the tape loop, so he should realise that it's a trap. If I were him I wouldn't be expecting there to be any money in the bag. So I don't get why he even went to pick it up.

Why not just rob a bank and then blow it up. Payne probably wouldn't get the 3 million he wanted, but he"ll get some money. Killing innocent people wasn't one of his major concerns.
