Since when is not smoking in an office considered unusual behavior, for a smoker? Last time I checked, smoking in an indoor office environment, especially a government office, was not permitted. Therefore, Jarvis's behavior would be perfectly normal, as far as I'm concerned.

Plus I think it was more that the other guy noticed he hadn't been smoking and when they were talking about how the aliens are able to boost the hosts adrenaline and would take care of them better (forgive me if I'm a bit off on some of this, I saw the movie four years ago)and it suddenly clicked in his mind that Jarvis had all the suddent stopped smoking every chance he got.

I seem to remember someone nearby him smoking and an ashtray being in front of him on the table so i think indoor smoking was permitted there.
