Hilariously bad

Absolutely preposterous and bizarre plot with big holes in it, extremely dumbass character decisions and insane leaps in logic.

Every cliche in the book, especially the unshaven "loose cannon" burnt out cop who plays by his own rules.

Inane action scenes with cars inexplicably flying up obvious ramps and a cheesy bar room brawl.

Pamela Anderson shoehorned into the plot for no reason other than to have two sex scenes. Yes, I mentioned this last because it's only a very small part of the film, and there's so much other stupidity.
