Hey, it did have a scene of some tasty naked Russian gals (and it was PG to boot!)

You need more than tasty Russian girls and a PG rating to win an Oscar. Think - good script, cinematography, acting - that sort of thing. The fact is, comedies like Police Academy very rarely feature in the Academy Awards. And as Mission to Moscow is one of the least well made in the serious, it was never going to stand a chance.

It didn't win only because Oscars aren't given to films for the catagory "biggest pile of *beep* of the year"
