I was trying to figure out what job he held. Was he a fired reporter?

He played Sandusky, the commissioner in charge of city parking enforcement. McDougal (Randy Quaid), whose car had been towed and slightly damaged for a parking violation, had been writing revenge columns about him for several days, with one including a picture of Sandusky parking his personal vehicle with impunity in a no-parking zone. Angry New Yorkers had been flooding his office with hate mail and nasty phone calls as a result, making his life and the lives of his wife and kids utterly miserable. So he'd come to this bar, a known newspaper hang-out, to have it out with McDougal.

I, too, thought it was a nice little vignette by "Can't Stand Ya".
