Good people are always so sure they're right.

No he didn't although some characters especially Culkin's animated form do resemble his art style, the animation director for this film was Maurice Hunt a former Disney animator.

Animators who worked with Hannah-Barbera, Bluth and Disney worked on the movie but none of these companies themselves were hired.
