Was the Empress supposed to be older? The actress was 21 when the movie came out. You could tell she was physically more developed. Was the Empress supposed to be more grown up, or did they just want to go for a more attractive actress?

I haven't seen this but, I know she's grown up in the TV spin offs. I don't know why.
