what's wrong with the rating?

i noticed that Maya Lin has been given a rating of 6.0 (weighted average) but when i checked out the voting stats, it shows that over 40% gave the movie a 10 and the arithmetic average is 8.5 - can anyone tell me how imdb rates movies? this is incredulous...
