In the famous 'The king will be restrained' scene, why the hell did all those soldiers just stand by and let a group of hired thugs restrain the king of England?

It seemed ridiculous, they just stood by while their leader was essentially attacked by a group of random guys off the street?

He was being restrained for medical reasons because he was mad wasn't he?
Not seen it in a while admittedly.

Exactly the people restraining him were Doctors (or what passed for Doctors in those days).
