Why was Zazu locked in a bone cage during Scar's reign as King?

I don't get why Zazu was locked in a bone cage during Scar's reign as King.

Wasn't he Scar's prisoner? Forced to sing to entertain Scar? That's why he was locked.

He was a message bird. Him being free to fly around would eventually get Scar busted and exiled.

Because lions haven't evolved to make cages out of metal.
