I like the scene when her sister was doing that bouncer, so she could sing with the band and he had her against the wall and was boning her and called her "Sweet Meat", classic!

The age of consent varies by state. In this movie he clearly says that it will be different when she is 18 but that is not the case for all states.
When I was about 19 and in the Army I dated a girl with her parent's knowledge and consent. She wanted to stay overnight with me in a hotel and apparently her parents knew it. I did not. Later I found out that the age of consent (I think) was younger in Virginia. Things broke up between me and her after that but as best as I remember it happened soon before I was transferred to the Pentagon.
People did however overlook the age of consent more in the past. Sex with a girl of 17 might have been overlooked even if it was illegal. The legal authorities are more likely to investigate and prosecute now than in the past.
