Lasting impression from childhood....

I saw this once back in '94 when I was like 11 and always remembered a few details which I used to track it down:

Future, city under glass dome, colorful crystals. Although I thought the lead was played by Ron Perlman. Heading over to YouTube to watch! It'll probably be more of a comedy with the 90s special effects.
