I would imagine it's part of the film's original score by J. Peter Robinson although it sounds a lot like "Belfast Child" by Simple Minds.
In fact, it's a pretty safe bet Robinson was listening to a lot of Simple Minds (which makes sense given their celtic, epic style) whilst composing for Highlander III as the music when Connor's driving over the bridge being followed to his martial arts class by the cop sounds very similar to another one of their tarcks entitled "Waterfront".
Whoa, it does sound just like Belfast Child! Good call!
