Questions About Simms(spoilers)

Why does Simms wave the stick in the beginning of the movie? Does Simms have inside information about Camp Hope's change in management? Maybe he does this to everyone who comes to camp?

Also, if Simms doesn't ride the bus to camp or even say anything, perhaps there is an alternative explanation like he was left behind from the previous summer?

Maybe he lives at camp in the off season because his family is embarrassed by his large stature of 290 pounds and the fact that is not capable of saying anything except "He's Coming." Maybe camp hope is the best place for Simms to stay.
