For one thing rookie sheriffs deputies don't start off on patrol. They spend time in the county jail getting hardened. Learning how to beat people up etc.

12 shots at point-blank range with a 9mm into the side of a parked car? And the driver speeds away? Its a joke.

if it had been 2 shots and then he dropped the gun or it jammed or whatever you'd be complaining about how there wasnt enough gun play for a cop movie.
