What does that mean?

That people with normal and high intelligence can do dumb things too.

I guess it could also be a way of saying "no one is perfect".

It means, "I might be slow mentally but that doesn't mean I'm stupid."

I think it means it's OK to be stupid as long as you don't do stupid things. If you can't help being slow, it's better to not draw negative attention to it.

I always thought it meant stupid is an action. Ot a state of being. He always responded with that statement when he was asked if he "was stupid or something" like being stupid was a state of mind or state of being. He was saying stupid is acchived by actions not a way of thought.
