Why the Redux Version?

Has Wong stated why he re-edited the film? Is the Redux version meant to be thought of as a different film altogether (a la the two "Apocalypse Now" cuts), or is Redux the more "correct" version; that is, is Redux considered the official director's cut?

The lab that housed the negative of the original version closed down overnight in 1999, and when Wong recovered tbe negative he found it to be in a dismal state. He then decided to restore the film, but some of the material had degraded beyond repair. So a reedit became necessary, and he also needed some new music.
