The fool likely may know he is a fool already, whereas the follower fool probably feels like they are smart. Having recognition of your limitations and surroundings shows more of your understanding and opposed to feeling like you are really a smart dude.

Always got the feeling that Harry was kinda smart, and D&D2 (slight spoiler) shows that he was accepted into ASU, but didn't realize it! Still, that takes some smarts!

Got his tongue stuck to a chair, threw a snowball at Mary's face, set himself on fire at the gas station, turned down the chance to go on the tour at of the film etc. Harry was stupid alright but I agree with others Lloyd was stupider.

Most definitely Lloyd - Harry at times was the "straight man" to the stupidity of Lloyd's antics.

Harry's not too bright, but he's at least a dozen IQs smarter than Lloyd.

Harry's little monologue during the scene where they're stranded in the middle of Nebraska shows a bit of intelligence in him...

LLOYD: So we backtracked a tad.
HARRY: A tad?! A tad, Lloyd? You drove almost a sixth of the way across the country in the wrong direction! Now we don't have enough money to get to Aspen, we don't have enough money to get home, we don't have enough money to eat, and we don't have enough money to sleep!"


Perhaps being angry makes him think more clearly? At any rate I'd say Harry is the smarter one. Plus he can actually read and pronounce words like "host" and "the".
