Why didn't Swoop....

Used to love this movie a lot...but as I'm watching it now...why didn't Swoop just hold on to Selly when he was falling? Kinda like how Jessie did Pete when she dropped him from the plane...even if he thought the backup chute would work I would've still played it safe...

Btw...how in the hell did Selly survive that?! I knew he fell into the water but that was still pretty high up...
