I don't quite see what everyone's problem is.

Yes, this movie is incredibly vague, but it is still enjoyable. People seem to want to chastise this movie for being strange and almost inexplicable at times, but I think it's very Lynch like in its delivery. The whole thing is just twisted enough to make me enjoy it.

My biggest case of necro posting yet as this is like 6 years later than your post. While I agree mostly I still dislike the way it ended. It felt very incomplete. Other than that I really like it.

I have seen it a couple of times as an adult now and I now notice little details that went over my head as a teen so it doesn't confuse me as much as it used to.

I really wish there had been a couple of more episodes.

"Need" is just a fiction. As is "should", "must", "value" and "importance".

One point is that I am fairly certain the nun in the middle of the story is the silent woman on the space station in the beginning and that is why the assassin is killed by the other woman from the space station; the assassin almost killed a member of the family behind Persona Century.

While I feel like it kind of deserves a better rating, I can understand why many don't like it. It's not so much because the show is ambiguous or confusing, but it's unfinished and largely underdeveloped. It's based off of a manga, which likely had most of what happened fleshed out, assuming they went with the same story and characters as in the manga. What's there is interesting and offers good visual elements and an interesting atmosphere, but like most OVAs of the time, it was left unfinished or there was so much story cramming that it lost most of its meaning or became hopelessly obscured. Though flawed, I think this worked as a decent introduction to the world, and I really wish they would have made a series out of it with the same interesting style utilized here.

Eh, dunno. There's really not enough here to say whether it was the silent woman from the space station or not. I mean, it COULD be her. Best bet might be to check the manga.
