Who played the guy playing his keyboard in the basement?

I remember enjoying that scene immensely but I can't remember the name of his character so I can't find it on the cast list.

The scene where the neighbor was singing/playing "It's Not Unusual" very loudly while the Carmichaels were trying to have dinner? If so, that was David Patrick Kelly playing Tony Eyes (the neighbor) and Jim (the guy on tv).
