He is a boy from hell, that's what he is. And the problem is that you have Martin Short playing him, which makes it worse.

He mentions his IQ in the beginning of the movie. Some intelligent people do what they have to do to get their way. Clifford was an only child and felt that he was entitled to everything he wanted. He happened to be very smart and thought about creative ways to manipulate people.
His character actually reminds me a lot of Leonardo DiCaprio's character in Catch Me If You Can. They are both intelligent and did what they could to get what they wanted even if it caused other people to look bad or become unhappy. They are both selfish and fail to consider the feelings of others.
Clifford never mentioned any friends that he had. His focus was always on what he wanted. Anyone in his way was his enemy. I think Clifford might have felt like an outcast at some point in their lives and acting different was a way to make him feel superior.
he likes having a fun time. no need to hate on the guy.

Not only all the things mentioned, but he's CONSTANTLY eating sugar and getting all jacked up on it and needing something to do. Usually it's obvious, sometimes it's more subtle, but he eats sugary snacks in A LOT of scenes...
