First off, Navy Seals is pretty damned intellectually void.
Secondly, that’s part of the joke. Randall is meant to be an absurd character. Although he does show himself to be fairly self aware during the sort of emotional climax of the film. When during an argument with Dante, he outright states that they’re really in no position to cast judgement on anyone.

So he's a bit of a hypocrite.

Also, even if SOME customers are assholes and whatnot, you cannot JUST spit into one's face or sell cigarettes to children as management from above could get you in trouble, so even if one WANTS to do it, he doesn't have rights to do so.

He’s definitely a hypocrite. I think he has moments of honest self awareness, but mostly exists in a state of cognitive dissonance.
I don’t think the film was trying to portray him as being in the right with his actions.
Both movies show his character to be a childish, emotionaly stunted screwup.
