Why doesn't Jack Ryan ever use a gun in this movie?

It's been maybe 10 years since I've seen this movie, but I distinctly remember Jack Ryan going out of his way to not even hold a gun on multiple occasions. I remember he shot people left and right in Patriot Games. I was wondering if anyone knew, is this based off a book partially or completely? Is there some kind of character arc where Jack Ryan becomes a pacifist?

He shot up a bunch of cartel gunmen from a PAVE-lo in the book. He used a mini gun, I believe.

However, the biggest hole in your theory is that in the third Jack Ryan film, Clear and Present Danger, Ford's even more clearly not a retired gunslinger-type. He's once again presented as a relatively naive CIA outsider, uncomfortable with violence and the politics of the spy agency he works for. It's Ford working with the same director as Patriot Games, with a script by the same writer as Red October and Patriot Games. I'd have to think that if it was their intent to present Ford as the grizzled sheriff brought out of retirement, they wouldn't've emphasized the character's inexperience and newbie status in a sequel.

There're character-building reasons for it, but at the end DaFoe leaves him, unarmed, to face the bad guys while he helps a wounded guy up the stairs. I can dig their boy scout intent overall, but here he seemingly stood no personal chance, and the whole idea of a rear-guard is to slow down and reduce the threat to his men, so you swallow your principals and pick up a gun.
