Isn't what Preston doing considered fraud and stealing. I mean he obviusly knew how checks worked. He made a fake name to cash in the check. He knows that a bike does not cost $1,000,000 so isn't what he did stealing and fraud.

Technically the check was made out to "cash" so that can't be considered fraud... he only made the fake name when he bought the house. But yes, it was stealing, because he took advantage of the situation.
