Was Crime Master Gogo supposed to be some kind of superhero?

He was obviously a slapstick mishmash of characters. Batman-inspired cape, a pirate-style eye patch, self-references to an old science fiction film (Mr India's Mogambo)and the goofy-villian style of countless comedies taken to an extreme level.

In fact, his voice sometimes even reminds me of Gabbar Singh!
no gogo was the hero, not superhero but very much like batman. h had the looks of tom cruise and style of his own and an unimitable charisma and why wouldnt he? afterall he belonged to the reputed clan of the mogambo family.
