It took me a couple of watches to understand that Chazz was threatening the LAPD with another LA Riot like the one in 1992 if they didn't bring the power back on the radio.

"THEY HAVE THE GUNS - BUT WE HAVE THE NUMBERS!"

Pretty brutal.

The better joke is that Chazz wasn't THREATENING anything to the cops - that's not his M.O. He's just an idiot who knows that the Rodney King case was an embarassment to the cops.

It would be like some idiot at a bank today just chanting "Occupy Wall Street! Occupy Wall Street!" The act of doing it doesn't mean anything; it's just intended to be embarassing.

It fits the M.O. of Chad pretty well and is very funny in context of the movie and when it was made. Hence the reaction:

Ernie Hudson: "Rodney King?"
Chris Farley: "He's that guy."

Rewatch the movie (or just that scene). It wasn't the cops that reacted dumbfounded to what was happening but the hostages.

The Ernie Hudson character took everything that was happening VERY seriously (especially since he thought Chazz was a maniac with a gun and hostages).

Chazz might have escalated things without knowing just how far he was talking them, but the scene was about getting the power back on and he did so by (either by accident or no) indicating that he would get the people to riot against the police if he did not help re-install order.

It was a bluff, true, but I'm pretty sure he knew what he was doing (at least on some level). If not, there's no reason for him to quote Morrison with the "They have the guns but we have the numbers" line and then evoking everyone in a rage by chanting Rodney King, especially two years after a well known widespread riot.

I feel like Ernie Hudson's character figured out that they were just idiots. Like, he knew the situation COULD get bad and he was very careful to try to make sure that didn't happen. But even right from the beginning, he said "You just want airtime? That's all?" and he knew. That's also why he didn't want the other department, or FBI or whoever that was, involved. And why he was willing to be frank with them in saying things like "Dude, you gotta quit messing with me. I'm just street cop, I can't get all this stuff."

He's not saying that because it's impossible for him to get the stuff (he did get it all, didn't he?). He's saying that because he's trying to negotiate with them. By saying "You just want airtime? That's all?" he's also trying to remind the people with the hostages that they shouldn't kill anyone. He's not aware of what they are capable of. All he knows is that they are pissed off rockers with hostages and machine guns. Idiots or no, they could've stilled created a riot if they barged in their gun's a blazing.

That bit (and pretty much the whole movie) was a take on Dog Day Afternoon, with Pacino riling up the crowd with "Attica! Attica!"

How did the cops not jackhammer Chazz on sight? Sure, the guns were plastic toys but the LAPD didn't know that.

Have you like, EVER watched a movie involving hostages? You don't fυck with a taker while there are other takers in play, because if you kill one taker, the other takers have no incentive to keep the hostages alive.
