I personally think this show should've been live action instead of animated, and like when Ms. Frizzle and the kids are in impossible locations such as inside a beehive, etc. they could've used a green screen. Who else is with me?

Eh, I don't think it would've worked very well like that. As you said, they were always going to impossible places, doing impossible things, etc, which was the main draw of the show. That would require an absolutely massive FX budget, even for pathetic effects. And we're talking about a kid's educational tv series, from the 90's no less. No way are the powers that be going to spend the kind of money usually reserved for Summer Blockbusters on that, even today when they're so much easier to accomplish.
