In the cast list, Tony Frank is credited as playing a new character, "Keyes", which I thought was ridiculous when he is such a distinctive actor. I have just watched the whole boxset through again however, and didn't see him at all in Book III.

Tony Frank plays a business partner of Cooper's. He has two brief scenes, in the first he escorts Isabel into Cooper's office, in the second he is talking to Cooper when Ashton turns up.
With a huge fake moustache, elegantly dressed and slimmer he looks very different to the Salem Jones character, I only recognized him by his voice.
A very good actor, a shame he died young.
EDIT: I have just remembered that he is in one more short scene prior to the other two where he is refusing Cooper a loan. The scene is darkly lit making it even more difficult to recognize him.
