Why Such a Long Length of Time?

Does anyone know why there was such a long length of time between the release of "North and South: Book II" and this one?

From my understanding by the Book II aired the third book hadn't been published yet.

Oh yeah, Book II aired in 1986, and the third book came out in 1987.
