But if Phoebe took "essence" from her brother, wouldn't the baby(s) be, well, disabled? That tends to happen but I think I may have missed a few plot points. If dedicated fans could explain, I'd appreciate it.

Someone having a mental issue doesn't by default mean that their offspring will be too.
A perfectly healthy person could have a child with mental problems. A person with mental problems could have healthy children. In the words of Kramer, "Mother nature is a mad scientist." Frank's kids could very well surpass his mental capabilities when they enter high school.

I think what they were asking is would inbreeding cause problems for the babies. However, there was no inbreeding.
