I was wondering why most (all?) cartoon shows are animated overseas?

I was wondering because I know a lot of people in art fields who can't find work, yet shows send their work overseas. I am sure art students here or people just out of college would work on the cheap, so I wonder why this happens. Any ideas? It's a bit disappointing that these shows get outsourced.

Does anyone know of any cartoon shows that are 100% US made? Are there such things?

This was animated by a company based in L.A.... Though they generally did kids' shows for Nickelodeon (Rugrats, Wild Thornerries, etc.)
