The main character is a 'genius' but in that movie, everybody is required to wear those hoops on their heads which balances their intelligence. The smart ones become dumber and the dumbs, smarter. It all happens in a small city close to a research facility where they monitor people's reactions, interactions, etc.
Eventually, our main character figures it out and locks himself up in the radio broadcasting room and calls up to the people asking them to remove that hoop that keeps them 'normal'.

It ends with him running away (or getting killed? I can't recall) and everybody going back to their regular lives (that is WITH the hoop). The last scene is his son, in his bedroom, removing the hoop and listening to the music his father played when he held the radio broadcast hostage.

I've been looking for this movie for so darn long! Any help is appreciated!
