Was Pixar's Ratatouille based on Chef! ?

I just got hooked on Chef! and I started noticing similarities to the Pixar film "Ratatouille".

The short Sous Chef:Lucinda (played by Claire Skinner) very closely resembles in facial features and attitude, the Sous Chef in Ratatouille (who is named Skinner!)

And in several of the episodes of Chef,Jeff Nuttall appears Gustav, a very portly french master chef who bears a striking resemblance to Gusteau(the main chef character in Ratatouille!)

There is an episode where Chef Blackstock is approached by a company to market "Boil-in-a-Bag" versions of his recipes, much like the side-plot in Ratatouille.

And the kitchen design in Chef is almost exactly like the one in Ratatouille.

And there are numerous other likenesses.

Could Pixar have gotten the idea from Chef!? Chef was made in 1993 and Ratatouille came out in 2007.

I believe the character could have been fashioned after any number of famous REAL chefs. I believe they are all cantankerous and bossy.
