Europe has a different relation and approach to the subject, but that doesn't mean the problem isn't recognized there. After all, maybe the strongest wave of actions against pedophilia in the world started after a monstrous crime that happened in Belgium more than a decade ago.
But, unlike USA, Europeans: 1) are not paranoid (Americans are paranoid about everything, and this subject is on the top of the list); 2) don't avoid open analyzes of different, including controversial themas from different angles; 3) know the difference between art and reality; 4) know that nudity isn't equal to sex.
Also, this word is often misused. For instance, what is pedophilic when father takes his son in brothel? He isn't going to have sex with him, is he?
Unfortunately, recently European directors rarely make brave movies about the subject; and nudity, no matter how innocent, has almost vanished. The main reason is that most directors hope for the success on American market, and movies like those that European authors have been making for decades could never pass US censors. Also, as Europe is more and more becoming American colony, they might be afraid that their works might be put on fire (as Americans treat art that they don't like) and maybe they could be put on the top of it.
In real life, however, Europeans know how to distinguish certain things, so nudist beaches are spread almost all over the continent, with whole families (often 3 generations) visiting them, also topless of all ages is allowed and common on almost all public beaches. But people are very sensitive when real child abuse case appears, law is strict about it, people report suspected molestations etc.
Therefore, don't make conclusions about nations or whole continents based on movies. If we do the same, we would conclude that American teenagers never practice sex, mostly because they due to the number of murders in homes, streets or schools don't live long enough to get a chance.
