I may be confusing this with another naimated movie, but is there a part where the little boy goes to a secret magical land where the bad guy freezes everyone and he saves the day with some sort of a key that he wears around his neck?

This movie is about a good troll who can make flowers with his green thumb and the queen of the trolls wants to turn him to stone but is convinced to send him to New York City by the weak king "where nothing can grow" but he forgot about Central Park. The good troll (whose name is Stanley) meets these two children and makes friends and the queen finds out how much fun they're having and comes to NYC turn Stanley into stone. I won't give away the ending but there is no key.

Yeah that plot description is the one for Little Nemo's Adventures in Slumberland. I'm not surprised that the OP got confused with the two films, as the plot is the biggest flaw of Troll in Central Park, which I did like, but I have seen better.
