Preview before the movie help

Okay I know this is a really obscure question, but I'm asking it anyway. I used to have the Vhs of this movie way back in the day and before the movie would start, this princess or witch looking chick would talk to the camera trying to get you to sign up for something. I can't remember a lot about it, besides that it was creepy and weird and that me and my cousins used to put the movie in only to laugh at that preview. It wasn't a preview for a movie, it was literally just a girl in a pink fairy dress with a wand talking forever about something. Does anybody else have a clue what I'm talking about or where I could find it?!
